Abiyot Bayou Tehone is a Senior Advisor to the Minister at the Ethiopia Ministry of Innovation and Technology, and he is also serves as a Data and Governance System Advisor at the Tony Blair Institute for Global Change. With over two decades of experience in ICT and government administration. Abiyot’s working areas includes information and telecommunication technology management, digital transformation, e-government, and knowledge economy leadership. He holds a PhD in ICT Management from the Korea Advanced Institute of Science and Technology, and MSC & BSC in Information Sciences from Addis Ababa University and an MPhil in Knowledge Economy Leadership from Dublin City University. Abiyot is is also a Certified Digital Finance Professional. Abiyot was leading the drafting and implementation of the Digital Ethiopia 2025 strategy.

Athanase Bahizire Biluge
I am Athanase Bahizire from the Democratic Republic of the Congo. I am a software engineer and system administrator. I hold a bachelor’s degree in computer science and a certificate in data protection. I assisted the 17th global IGF as a UNECA technical support volunteer, I was a fellow of the Central Africa School of Internet Governance, I was an Internet Society Youth Ambassador, and an ICANN 78 fellow. I am a member of the Internet Society DRC chapter, the Youth Coalition on Internet Governance. I am co-founder and co-coordinator for the Youth IGF in the DRC, an initiative that brings stakeholders together to discuss Internet Governance issues with young people in the DRC. I also serve as coordinator of the DRC School of Internet Governance (CdSIG), principal facilitator for the Central African School of Internet Governance (CASIG), and facilitator of the Pan African Youth Ambassadors for Internet Governance (PAYAIG). Contributing to capacity building on key Internet governance issues and equipping the next generation with the tools to advocate for an open, secure, and inclusive internet. I advocate for digital inclusion, child online protection, and accessibility. I believe that to achieve our society’s development goals, we need to build on shared values principles. I am fluent in English and French and am a native Swahili speaker. When I am not working, I enjoy exploring new places, reading historical novels, and spending time with friends.

Catherine Muyeka Mumma
Sen. Catherine Muyeka Mumma is a Nominated Senator representing women in the Senate. She is a member of the Senate’s Speaker’s Panel, the Vice-chairperson of the Devolution and Inter-Governmental Relations Committee and a member of the Justice, Legal and Human Rights Committee (JLAHRC) of the Senate. She is the Deputy Chair representing the Senate in the Kenya Women Parliamentarians Association KEWOPA and is also a member of the Kenya Women Senators Association (KEWOSA). She is a member of the parliamentary caucuses on Climate Change and the SDGs. Sen. Mumma is a lawyer by profession who has a passion for human rights practice and activism. She has served in all sectors including the public, non-profit and private sectors. She served in the Kenya government as a State Counsel and served in independent commissions as a commissioner in the Kenya National Commission on Human Rights (KNCHR), the Independent Review Commission (“Kriegler”; Commission) that recommended the overhaul of the electoral system in Kenya following the 2007 post-election violence and the Constitution Implementation Commission (CIC) that was established to guide the implementation of the 2010 constitution after its promulgation. She is the former Chairperson of the ODM National Elections Board which was the first to introduce electronic voting in party primary elections last year. She has served on several boards locally and internationally and has co-founded several NGOs that work on various human rights concerns. She has also served as an independent consultant for many organizations on gender, governance, human rights approaches, devolution, and social risk management among others.

Chris Nyamajiva is an engineer and climate advocate with a passion for driving sustainable solutions and advancing digital literacy. Based in Bulawayo, Zimbabwe, Chris combines a background in engineering with a strong commitment to environmental advocacy, which led to identifying significant gaps in internet governance, particularly in rural and underrepresented communities. Through projects like the Rafiki initiative with SOS Children’s Village, Chris has contributed to the development of digital tools aimed at improving child welfare and fostering online safety. Recognizing the impact of climate change on digital inclusivity, Chris advocates for policies that protect vulnerable populations while promoting digital literacy and online safety in Africa.
Emmy Okwir Ogule
Emmy is a seasoned data governance practitioner and statistician with a robust background in data management, analysis, visualization and stakeholder engagement across multiple sectors, including health, finance, and private industry. He has a keen interest in data privacy and governance issues, Artificial Intelligence and machine learning. His work has ensured data integrity, compliance, and the development of strategic solutions that support decision-making processes at an organizational level and the development of digital solutions that streamline data collection and processing, while adhering to data privacy and protection regulations and best practices. He is a member of the Internet Society and fellow of the East African School of Internet Governance. Emmy has a Bachelor’s Degree in Business Statistics from Makerere University.

Gabriel Towen
Gabriel Sitezeu Towen is a web developer, and expert in Open Data and Civic Tech with strong interest in information technology and local development sector. He is the director at Civic Technologies at AfroLeadership, an organization that promotes human rights, democracy, and good governance in Africa. He works on projects that aim to fight corruption and promote democracy in his country, using data and technology to improve transparency and accountability of local governments and citizen participation. He actively participates in various national and international initiatives that aim to promote the use of geospatial data in the decision-making process. He firmly believes that geographic information provides a unique perspective for visualizing and addressing complex issues, and he considers this data to be a powerful tool for informing strategic decisions. Ultimately, Gabriel’s goal is to contribute to the development of a more open, transparent, and participatory society. Henok Ashagrey Kremte
Henok Ashagrey Kremte is a Project Officer with the Expression, Information, and Digital Rights Unit (EIDR) at the Centre for Human Rights (CHR), University of Pretoria (UP). He also serves as a tutor for the LLM/MPhil in Human Rights and Democratisation in Africa (HRDA) program. In his role with EIDR, Henok works on projects that focus on the intersection of technology and human rights, particularly in the context of data protection, access to information, and freedom of expression. Previously, Henok was a Lecturer in Human Rights Law at Dilla University in Ethiopia and worked as a Legal Researcher with the Secretariat of the African Committee of Experts on the Rights and Welfare of the Child (AU). He has held various positions across different institutions and organizations, including Senior Human Rights Researcher, legal talk show host, and legal advisor. Henok holds an LLB from Dilla University (2016) and an LLM in HRDA from the CHR, UP (2018). He is currently pursuing a PhD at the CHR, UP. Furthermore, he has participated in various training programs and received certificates in data protection, women’s rights, sexual minority rights, children’s rights, the rights of persons with disabilities, and civil society law.

Kamufisa Manchishi
Kamufisa is a lecturer, researcher and consultant in communication, media studies and public relations with combined experience spanning more than a decade in both the government and non-government sectors. He is currently a member of the faculty of business at Mulungushi University (in Central Zambia) where he also serves as the University’s quality assurance officer. He has been an active advocate in the media freedom, access to information, freedom of expression and digital rights space in the Southern African region for close to a decade, having previously led local and international campaigns in the civil society sector. Kamufisa has authored/contributed to several (internet) freedom/media reports and studies, and, led many grassroots training initiatives. He is also the co-founder of Insambu Education Forum (IEF), a non-profit grassroots civil society organisation focused on freedom of expression and access to information in the digital era.
Keith Andere
Keith Andere is a professional internet consultant and digital rights activist based in Kenya. He has done extensive work on digital rights including access to information, affordable internet, internet shutdowns, cybersecurity, digital identity and ICT policy in Kenya and across the African Continent. He is also a youth engagement and policy advocacy expert where he has had extensive engagement on various regional and global processes, worked on various campaigns, involved in youth movement building working with various youth networks. Keith serves as a member of the Multi stakeholder Advisory group for the Kenya IGF and previously served as a youth rep at the Africa IGF MAG. He is also the founding coordinator of the African Youth IGF and Kenya Youth IGF and one of the coordinator of the global IGF youth track. As a member of KICTANET – Kenya ICT Action Network, he has served as a tech observer in three general elections in Kenya, to interrogate the use of technology in the elections in Kenya.

Mariam Jobe
Mariam Jobe is a passionate advocate for digital rights and Internet governance from The Gambia. She is a member of the African Youth Internet Governance Steering Committee and serves on the Secretariat Team of the West Africa Internet Governance Forum (WAIGF). In 2023, she was part of USAID’s Digital Youth Council, where she advised and advocated for stronger protections for youth against digital harm. Mariam’s leadership extended from organizing The Gambia’s first Digital Rights Forum, and through her organization, she played a pivotal role in submitting The Gambia’s Universal Periodic Review (UPR) on digital rights in 2019. Her work focuses on empowering youth, promoting internet safety, and driving conversations on data governance. With experience at both regional and international levels, Mariam is committed to creating inclusive digital spaces to build synergy between technology and humanity. She aspires to influence digital policy in Africa, ensuring that the digital future respects the needs and experiences of all people.

Millenium Anthony is a passionate technology enthusiast with a background in Computer Science. As an ITU Generation Connect Youth Envoy, she plays a vital role in supporting national, regional, and global initiatives related to ICT for young people, ensuring that youth perspectives are represented in discussions and activities around digital transformation. She is also the coordinator of the Tanzania Youth Internet Governance Forum. Millenium is an active participant in global discussions on internet governance, technology, and digital inclusion. Representing voices from the global South, I contribute to national, regional, and international forums, advocating for more inclusive technology policies. Growing up in a community with limited female representation in STEM fields, Millenium has been a strong advocate for empowering young girls to pursue and excel in STEM careers. She actively leads initiatives aimed at encouraging girls to enter, thrive, and take on leadership roles in science and technology. As a Design Thinking expert, Millenium works in supporting organizations and teams navigate complex challenges and make informed decisions using human-centered design principles where she also collaborates with diverse stakeholders to ideate, prototype, and implement innovative solutions that address real-world problems.
Mirriam Wakini Njogu
Wakini is a communications and advocacy specialist who, for the past decade, has produced data-driven work exploring gender (in)equality and digital rights. She currently works as a Senior Communications Associate at Development Gateway, an international nonprofit that creates innovative information management and data visualization technology, implements data-focused programs, and conducts research and evaluation to further sustainable development. She supports programs and projects to expand their visibility and communication impact. She also leads efforts on Technology-Facilitated Gender-Based Violence (TFGBV) in Kenya, as well as initiatives related to the Open Government Partnership (OGP).
Mulungi Sanyu Agnes
Mulungi Sanyu Agnes is a dedicated advocate for digital rights and internet freedoms, focusing on the needs of structurally silenced women in Uganda. Currently, she serves as the Communications and Advocacy Department Lead at HER Internet, a feminist-led organization committed to fostering inclusive digital spaces. In this role, Mulungi creates and manages impactful content on digital security, including press releases, blog posts, and social media updates, which have successfully increased engagement by 20%. She has spearheaded strategic campaigns and organized significant advocacy initiatives, such as the launch of the comic book “RIPPLES” and the research report “Navigating Algorithms: The Case of Structurally Silenced Communities in Uganda.” These efforts address both digital and offline violations against vulnerable populations, advocating for equitable access to digital opportunities and policy changes that safeguard their rights. Previously, Mulungi served as a Pan African Youth Ambassador (English Cohort) for Internet Governance in July 2023 and as the Miss Y+ Ambassador for the Uganda Network of Young People Living with HIV/AIDS (UNYPA) from 2020 to 2021, where she championed the rights of young people living with and affected by HIV/AIDS. Additionally, she is a Board Member at the Namugongo Fund Special Children, where she plays a crucial role in advising on strategic planning, governance, and compliance. A frequent speaker and panelist, Mulungi has contributed to discussions on gender, eco-feminism, and digital governance, including her participation in the #WomenSpeaking Series and events hosted by Rights4Her. Her work empowers communities through digital security training, advocating for inclusive policies, and supporting initiatives on freedom of expression. Patricia has also played a pivotal role in promoting the African Continental Free Trade Area (AfCFTA) through her collaboration with ITUC-Africa, where she works to raise awareness of its implications for women, youth, and trade unions. She is passionate about fostering innovation and data-driven advocacy in the African digital rights landscape.
Peter Ongom
Peter Ongom is a tech professional, software engineer, and researcher with vast experience in leveraging Internet technologies for development. He is the Program Officer for Information Sharing and Networking at Women of Uganda Network (WOUGNET). Peter has played a pivotal role in various projects that promote digital inclusion, internet governance, and data justice, working across sectors like education, agriculture, and governance. He has been instrumental in the research project “Advancing Data Justice Research and Practice in Uganda,” focusing on the intersection of data governance, privacy, and ethical design to prioritize equity. Peter also led various projects focused on the intersection of data, gender and technology for the development of communities such as WOUGNET’s feminist-led community network to enhance broadband connectivity among rural communities in northern Uganda. Currently, he is leading the Countering Online Gender Backlash Research Project that focuses on leveraging data to enhance the understanding of gender backlash in feminist organizing online and shrinking space issues in digital spaces. Peter’s main interests are advocating for inclusive internet access and equitable data practices, ensuring that digital technologies are a tool for development and gender equality across communities in Uganda and beyond.
